Why can't there be a name for a person who is force user or sensitive that isn't affiliated with Jedi or Sith?

Probably because those two groups are the ones who do the recruiting and teach people how to use it.

Though I remember something about the Zeison Sha not trusting Jedi, or outsiders in general.
