Nevertheless you should have looked around for her brother the first time you were at the Sand People Enclave. Games are funny like that sometimes and returning to an area after the main quest has been completed a certain way often results in side quests becoming unavailable for completion.
i can see why. but she's a great shot. not so good with a blade, though.
